What is dandruff made of and how come bright haired people don’t have dandruff?

Blondes, red-heads, some brunettes don’t have dandruff. Why not?

Also, what is dandruff made of? I see like none in my head, I scratch it and a whack full of tiny dandruff pieces come flying out of my scalp! Is it pieces of dead skin?
